Sir Edward Grey to Señor de Villa Urrutia.

Foreign Office, February 13, 1013. 1 HAVE the honour to acknowledge the receipt of your Excellency's note of the 4th instant, stating that instructions have been given by your Government to the Central Post and Telegraph Administration, and to the other postal authorities concerned, to look into the matter of regulating the dispatch by post of opium, morphine, and cocaine, and to take action in accordance with the views expressed at the International Opium Conference.

la thanking your Excellency for this communication, I have the honour to state that similar instructions have been given to the postal anthorities in this country.
